Jacob Wayne Fredericks, known in his early life as "Jake" and professionally as "Wayne," was a diplomat, business executive, and foundation official. He served in the administrations of John F. Kennedy and Lyndon B. Johnson, from 1961 to 1967, as Deputy Assistant Secretary of State for African Affairs and Acting Assistant Secretary. Prior to that, he held management positions with the Kellogg Company and Ford Foundation. Following his government service, he returned to the Ford Foundation for six years, and, after a year at Chase Manhattan Bank, became Executive Director of International Governmental Affairs for the Ford Motor Company from 1974 until his retirement in 1988. He was a member of numerous boards and commissions concerned with foreign policy, African affairs, education, and health. In retirement, he was Counselor-in-Residence at the Institute for International Education and the Carnegie Corporation, and an adviser to the Ford Foundation Study Group.

Fredericks was born in Wakarusa, Indiana, on February 26, 1917. He received a Bachelor of Science degree in public service engineering from Purdue University in 1938, and that year joined the Kellogg Company, located in Battle Creek, Michigan, as an enginee
